Swedish Work Environment Authority AML) Provisions and Recomendations on BA operations
The Swedish Work Environment Authority issues Provisions and General Recommendations (AFS) specifying the requirements to be met by the work environment. The Swedish working environment provisions on BA operations (smoke and chemical contaminated air) have the objective to prevent ill health and accidents at work. Risk assessments must be made of the whole area of operational responsibility and on arrival on site of a fire by the work supervisor before an intervention is started. BA operations are considered to primarily be life-saving interventions and their need can be reduced as a result of modern methodology. BA operations in smoke and chemical contaminated air is the most dangerous type of work permitted in Sweden.

Presentation of the Swedish Civil Contingencies Agency’s CEC training
The presentation gives an overview of the fire extinguishing methodology training for fire and rescue service personnel conducted by MSB. Besides this, there are product delivery instructions and training for the Cutting Extinguisher Cobra provided by the producer CCS. The responsibility for ensuring that the intervention personnel has sufficient qualifications for using the CEC in fire interventions and handling and servicing the equipment rests on each employer.

MSBs First Response Unit Concept
The First Response Unit will have capacity for responding to fires, traffic accidents, acute illness and water rescue and, by strategic positioning of the units within the area of operational responsibility, enable rapid action which is critical for saving lives and property.
Faster interventions with a small full-time force that can cope with most emergencies or about 85% of these without being reinforced will be possible in cities. Spreading out of part-time First Response teams consisting of only 2-3 firefighters to more locations within the area of operational responsibility can enable significantly shorter response times even in sparsely populated areas with part-time firefighter teams and more financially feasible solutions for quick and efficient emergency response interventions.

SERF/SP Report on CEC Scientific Studies and practical and operational use
Södra Älvsborg Fire & Rescue Service (SERF) in collaboration with SP Technical Research Institute of Sweden (SP) was commissioned by the Swedish Rescue Services Agency (SRSA) now the Swedish Civil Contingencies Agency (MSB) to conduct Scientific Studies on the basis of reported and documented experiences from practical implementation of the Cutting Extinguishing Concept (CEC) or methodology for fighting fires indoors. The result of these studies is presented in the Report to MSB on Scientific Studies, Cutting Extinguishing Concept - practical and operational use.

A Cobra, IR-camera and PPV equipped response vehicle and intervention team from Södra Älvsborg Fire & Rescue Service (SERF) conducted six demos at the INTERSCHUTZ 2010 of the Cutting Extinguishing Concept.
Speaker was Danny Moore from
Northamptonshire Fire and Rescue Service, also one of the Partners in FIREFIGHT II. The demos attracted much attention and significant amounts of interested people attended each time.

Three articles in the Danish May 2010 number of the magazine Brandvæsen
- a cutting extinguisher instead of a new fire station: a Swedish municipality has established a first response unit which with a cutting extinguisher will undertake the first response until the main intervention team arrives from the fire station
- first at the school then in practical implementation: the cutting extinguisher is a new tool at the fire school in Svendborg
- cutting extinguishers can be used everywhere: a course will start this autumn. The risk is lower than small. The cutting extinguisher should be used everyday and for all sorts of interventions

FIREFIGHT II INTERSCHUTZ 2010 7th-12th June
NFRS increases its number of Cobra units
On 20 April 2010, the Project Partner Northamtonshire Fire and Rescue Service took delivery of a small Cobra response vehicle (Type BAS 5) to enhance the existing other 9 cobra fire appliances. The County of Northampton; abbreviated Northants) is located in the EnglishEast Midlands and has a population of about 800.000 – 900.000
